- In recent years there has been considerable value placed on the refurbishment of existing buildings as opposed to the construction of new build projects. The enormous growth of refurbishment work is due to the large amount of aging structures, deterioration of existing building stock, impact of sustainability principles and various regulations that actively support building rehabilitation. Safety has been a major concern in construction management research over several decades but somewhat under-explored in building refurbishment despite its’ differing aspects when compared to new-build projects. Building refurbishment projects are inherent with uncertainty which is a major reason behind the poor safety performance. Furthermore, there are no studies that have investigated uncertainty- induced risk factors in refurbishment projects in relation to safety performance. This research reports on a systematic literature review that after a screening process started with research studies published on safety in building refurbishment from 1980 to 2018. The search strategy involved identifying peer reviewed journals and conference articles indexed in five databases, i.e. Web of science, Google Scholar, Scopus, ASCE library and Taylor and Francis. Eighteen uncertainty-induced risk factors are revealed which suggested an influence on safety performance in building refurbishment projects. Further content analysis synthesized these to four (4) main factors of: information risk; design risk; risk of occupants; and risk of limited space. These risk factors, once acknowledged and properly addressed, may enhance safety performance. Therefore, this paper proposes a conceptual model to examine the influence of the above four uncertainty induced risk factors on safety performance of refurbishment projects. Further, the research emphasizes the need of a flexible safety management approach for coping with these uncertainty-induced risk factors which affect the safety performance in refurbishment projects.
